The Decision of the Kazan Council of People’s Deputies dated 23.09.1999 No 15-14, "Top-Priority Measures on the Celebration Arrangements for the 1000th Jubilee of Kazan" | Taking into consideration the historical and cultural value of the Kazan city as the biggest political, scientific, industrial and cultural center of Russia, which made a great contribution to the world heritage, and in accordance with the Decrees of Presidents of Russia and Tatarstan, it was decided to celebrate the 1000th jubilee of the Kazan city in August 2005. In order to provide timely organization of the jubilee celebration, the Kazan Council of People’s Deputies resolved to form the State Commission on the celebration arrangements of the 1000th jubilee of Kazan. The Council decreed to work out the Conception of Arrangement Measures for the 1000th Jubilee Celebration of Kazan, the Municipal All-Round Step-by-Step Program of the Celebration Arrangements for the period from 2000 to 2005. It was decided to form the staff for State Commissions of Russia and Tatarstan to be recommended to the Tatarstan Governmental Bodies. The list of projects to be built and reconstructed is to be included in the Governmental Programs of Tatarstan and Russian Federation on the celebration arrangements. The resolution also implies the proposal of Tatarstan Association of Industrial Enterprises, Association of Tatarstan Banks, Executive Committee of the World Tatar Congress, Moslem Administrative Board of Tatarstan, Kazan Eparchy of Russian Orthodox Church, the Academy of Sciences of Tatarstan, and Association of National and Cultural Societies of Tatarstan to establish a charity foundation “My Capital – Kazan”. The foundation is set for citizens, enterprises, institutions and organizations of the Tatarstan Republic for the Tatars from all over the world and all those, who consider Kazan to be their capital and historical motherland. The Administration of the Kazan City is to be the promoter of this foundation and establish the foundation “1000 years of Kazan”. The Kazan City Administration ought to provide annual reporting to the Kazan Council of People’s Deputies, to support initiatives of the citizens, enterprises and institutions, intended to the proper celebration of the 1000th jubilee of Kazan. |
